It's a bit shameful that even such a basic component has no tests. I added some basic cases, though we should have more (e.g. multiple notes, insertion after removal, etc.). PrivateSet is a bit strange in that it doesn't actually do much, it's mostly wrappers for the lower level note api. Alas.
I opened #13269 since as of now it's not really possible to test settled notes without creating a contract (!), which we definitely should be able to do.
